A cada hora, 35 motoristas desrespeitam o limite de velocidade em Curitiba. Por dia, esse número chega a 850. No acumulado do primeiro semestre, foram 153.816 autuações de trânsito por excesso de velocidade.
Registro da Secretaria Municipal da Defesa Social e Trânsito aponta que a imprudência vai longe: na Rua General Mário Tourinho, onde o limite de velocidade é de 60 km/h, um veículo chegou a passar a 171 km/h, na madrugada do dia 27 de fevereiro.
Na esquina das ruas Visconde do Rio Branco com Padre Agostinho, no bairro Mercês, um motorista alcançou 110 km/h, no dia 8 de junho, no início da tarde.
O secretário municipal de Defesa Social e Trânsito, Guilherme Rangel, destaca que esse panorama leva em conta somente os trechos nos quais estão instalados equipamentos de fiscalização (radares fixos e barreiras eletrônicas), além da medição com radares estáticos operados por agentes de trânsito.
“Diariamente recebemos manifestações do cidadão reclamando do excesso de velocidade em ruas de bairro, muitas vezes em frente a creches e escolas”, frisa Guilherme Rangel.
O secretário salienta que os equipamentos de fiscalização têm um papel-chave na segurança viária: em 2018, a velocidade foi o principal fator que levou a acidentes fatais de trânsito na cidade, de acordo com relatório do Programa Vida no Trânsito.
“Esse comportamento joga com a vida das pessoas. A velocidade abusiva aumenta a chance de tragédias”, afirma Guilherme Rangel.
Os dados da secretaria mostram que a situação mais comum é do motorista que trafega em velocidade superior à máxima em até 20%. Esses casos representam 90% do total de infrações registradas.
Outros 9% das multas se referem a velocidade superior à máxima de 20% a 50% e 1% são de motoristas que transitam em mais de 50% do limite permitido.
O que diz o Código de Trânsito Brasileiro?
O artigo 218 do Código de Trânsito Brasileiro trata dos limites de velocidade:
“Transitar em velocidade superior à máxima permitida para o local, medida por instrumento ou equipamento hábil, em rodovias, vias de trânsito rápido, vias arteriais e demais vias.”
I – quando a velocidade for superior à máxima em até 20%:
Infração média
Multa de R$ 130,16 e perda de 4 pontos na Carteira Nacional de Habilitação
II – quando a velocidade for superior à máxima em mais de 20% até 50%:
Infração grave
Multa de R$ 195,23 e 5 pontos na Carteira Nacional de Habilitação
III – quando a velocidade for superior à máxima em mais de 50%:
Infração gravíssima
Multa multiplicada em três vezes: R$ 880,41
Suspensão imediata do direito de dirigir e apreensão da Carteira Nacional de Habilitação
Localização dos radares
Todos os locais com fiscalização eletrônica fixa da cidade são sinalizados e podem ser conferidos no site da Superintendência de Trânsito.
Parte dos equipamentos, além da velocidade, afere infrações de retorno proibido, parada na faixa de pedestre, avanço de sinal vermelho e conversão proibida.
Em locais com muita solicitação da população, via Central de Atendimento 156, ainda são feitas fiscalizações pontuais com o uso de radares estáticos (equipamentos com tripé).
Nada muda
Despacho do presidente da República, Jair Bolsonaro, publicado em Diário Oficial da União nesta quinta-feira, dia 15 de agosto, trata da “revisão dos atos normativos internos que dispõem sobre a atividade de fiscalização eletrônica de velocidade em rodovias e estradas federais pela Polícia Rodoviária Federal”.
O texto determina a suspensão do “uso de equipamentos medidores de velocidade estáticos, móveis e portáteis até que o Ministério da Infraestrutura conclua a reavaliação da regulamentação dos procedimentos de fiscalização eletrônica de velocidade”.
“Conforme descrito, a manifestação vale somente para radares móveis operados em rodovias, pela PRF, sem interferência na autoridade de trânsito municipal”, ressalta o secretário Guilherme Rangel.
